Second-story additions are common in Cambrian where lot coverage is already high and going up is the only realistic path. There is no mandatory design review board for standard additions. Projects move through plan check, and the timeline is more predictable than in cities with discretionary review.

Custom Homes and Rebuilds

A teardown and rebuild deserves serious evaluation in Campbell for older homes with significant deferred maintenance or structural limitations. The permit process for new construction is straightforward here compared to neighboring cities. One threshold matters: Campbell's new structure determination. A project is reclassified as new construction when at least three of four criteria are met: (1) valuation exceeds $185,000; (2) 75 percent or more of existing roof framing is removed; (3) 75 percent or more of exterior walls by lineal footage are removed or rebuilt; (4) 75 percent or more of interior walls by lineal footage are removed or rebuilt. This is a three-of-four test, not a single floor area percentage. Understanding which criteria your project hits is part of feasibility.

The Approval Process in Campbell

For most additions and remodels, Campbell is a building department process. Plans go through the Building Division, plan check runs approximately 20 to 30 business days per cycle, and the project moves without the planning entitlement layer that adds months elsewhere.

Historic properties, variance requests, and certain alterations require Planning Division involvement. The September 2024 Air Quality Ordinance requires all-electric systems in new buildings and substantial rebuilds. If the scope of a remodel might cross the new structure threshold, submit a New House Determination request to the Building Division before applying for a building permit.
